MH&LA Update – February 25, 2014

GENERAL ASSEMBLY HEARINGS YIELD NO CONSENSUS ON MINIMUM WAGE BILLS Following lengthy House and Senate Committee public hearings, the Senate Finance Committee will hold work sessions to further discuss the amount of an increase, increasing the tip wage, local minimum wage ordinances, automatic future increases and expansion of the state earned income tax credit. BED BUG LEGISLATION INTRODUCED IN STATE SENATE The bill requires lodging property owners to contract with a licensed pest management professional for reasonable mediation measures when there is evidence of past or current bed bugs. MH&LA is working with the bill sponsor to address concerns about how to define "reasonable mediation measures". RAIN TAX REPEAL EFFORT FAILS IN KEY SENATE COMMITTEE The unfavorable report from the Committee is indicative of a lack of broad support in the General Assembly for major changes to the state rain tax mandate in Maryland's nine largest counties and Baltimore City. Minor modifications are still possible before the end of the Session in April. For assistance with your member log in, contact WORCESTER COUNTY PUBLIC SCHOOLS TO START AFTER LABOR DAY THIS YEAR The Board of Education decision follows a presentation last month where the County Superintendent of Schools outlined his reasons for opposing the move. This is the first time that the formerly unified opposition to this concept by School Superintendents has been overruled by an elected School Board.
